NRECA’s HR staff tracks comprehensive employee information, including assignment and headcount histories, benefits, accrued and used time off, salaries, and insurance benefits. In order to assemble such disparate types of information into reports, the department often had to access data from various databases throughout the association’s many locations. Unfortunately, the HR department used several different software programs for different tasks, including Lawson and Spectrum, making it problematic—and often impossible—for them to share information efficiently. As a result, the same data would have to be manually input into multiple systems, duplicating efforts and increasing the likelihood of error.
To cut operating costs and boost data-sharing efficiency, NRECA took the plunge and migrated all of its HR departments’ data to a single centralized database. As a first step, the association purchased Oracle Applications 11.0.3 in November 1999 and began implementation in April 2000, with the goal of going live on January 1, 2001. While installing Oracle solved the problem of information residing on several databases, NRECA’s HR department found using the new software arduous. Staff members quickly discovered that the core HRMS application did not contain the pre-existing joins that they needed to create key reports such as comprehensive employee listings, monthly turnover by division, and length of service. As a result of the missing joins, the new program delivered incomplete and often incorrect data. NRECA’s IT department could engineer the joins, or the association could outsource the task to consultants, but doing so would add as much as $50,000 to the investment of the database centralization—and increase the possibility of NRECA missing its projected go-live date. NRECA purchased Oracle Discoverer to make interfacing with Oracle easier, but found it was not enough. Line-of-business users still could not find the information they needed easily and report on it quickly. The association needed an additional software solution.
In August 2000, while in the process of uploading data into Oracle, NRECA purchased NoetixViews. HR users immediately noticed the difference; they could instantaneously access accurate information such as applicant source of hire on demand, independent of the department or office of origin. Installing NoetixViews even helped NRECA meet its go-live date for Oracle, as the middleware permitted the association to run extensive reports during the implementation process and export them to a common file format for comprehensive information review.
NRECA’s human resources department uses a dozen standard reports and estimates that using its internal IT department or hiring consultants to craft them would have cost five times the price of purchasing and installing NoetixViews. But cost isn’t the single most important factor that motivated NRECA to purchase the product; performance is. NoetixViews seamlessly facilitates the process of making crucial joins and delivers correct, complete information upon request. HR can now run major routine reports such as comprehensive employee assignment histories more accurately and in half the time, further saving NRECA money by lowering its operating costs. Ad hoc reports, such as researching all employees who reside within a certain zip code (important for analysis of participation potential in new or proposed employee benefit plans or service offerings), can easily be designed by users within the HR department. Without NoetixViews, creating each ad hoc report using Oracle alone would cost $3,000-$5,000 in consulting fees or the IT department’s time. NoetixViews’ user-friendly report-designing structure lets NRECA’s HR department access the exact information it needs quickly, allowing its staff to return to its core business: its people.
